My Role & Responsibility:

  • Overall Project Management using customised PRINCE2
  • Management of BPR specialist consultants
  • Preparation of Project Initiation Document including Business Case

 

Project Scope

  • Define and implement overall Project Management methods
  • Analyse “as-is” business processes
  • Define “to-be” business processes based on re-use of existing technology infrastructure
  • Build business case including specific business performance improvements to be delivered, costs and cost savings
  • Duration – 6 months

 

Key Drivers for Business Change:

 

Birmingham City Council had initiated a project to implement Electronic Document Management and Workflow within its procurement functions.

 

A third party supplier had been appointed to provide a “turnkey” solution including equipment, applications software and technical expertise.

 

However, whilst the technology aspects of the project proceeded without major problems, the overall solution failed to deliver any significant tangible business benefits due to the fact that existing business processes had simply been “electronified”.

 

The decision was made to commission a study to assess current business processes and to undertake re-engineering of those business processes in-line with using the new technology to deliver specific, measurable business benefits in terms of improved service to the community, reduced throughput times and cost savings.

 

 

Key Business Benefits:

 

  • Implementation of formalised project management processes (PRINCE2) brought visibility of the project’s progress for the Executive sponsors, resulting in  optimised strategic decision-making
  • Redundant or unnecessary elements of the overall business processes were removed without compromising service integrity or legislative requirements, resulting in reduced processing times and costs for transactions
  • Return on investment was optimised by ensuring that the Business Case for providing improved service both internally and externally was realised in terms of the actual benefits delivered by the new processes and technology
  • Principles of enhanced project management could be applied to other 3rd party suppliers as well as internal projects
