Key Drivers for Business Change: Birmingham
City Council had initiated a project to implement Electronic Document
Management and Workflow within its procurement functions. A third
party supplier had been appointed to provide a “turnkey” solution including
equipment, applications software and technical expertise. However,
whilst the technology aspects of the project proceeded without major problems,
the overall solution failed to deliver any significant tangible business
benefits due to the fact that existing business processes had simply been “electronified”. The
decision was made to commission a study to assess current business processes and
to undertake re-engineering of those business processes in-line with using
the new technology to deliver specific, measurable business benefits in terms
of improved service to the community, reduced throughput times and cost
savings. |
